The Modesto Syringe Exchange was set up to help stop the spread of communicable diseases associated with intravenous drug use such as HIV and Hepatitis C.
The exchange first began in 2008, but was operating outside the law after the Stanislaus County Board of Supervisors voted no not allow it. In 2009 the Stanislaus County Sheriffs shut down the exchange and arrested the volunteers. In 2013, after a California law made it legal to operate certified syringe exchanges, the project was started back up.
